Jeff Foulk

Chief Executive Officer

SURVICE employee since 1983

Mr. Jeff Foulk, Chief Executive Officer (CEO) of SURVICE Engineering, is a 1982 graduate of the University of Delaware with a degree in mechanical and aerospace engineering. He furthered his education at the Von Karman Institute for Fluid Dynamics in Belgium and received an advanced aeronautics and aerospace diploma in 1983. Mr. Foulk has been with SURVICE since 1983.

As CEO, Mr. Foulk is responsible for the vision, management, and strategic development of the company. He handles all aspects of growth, culture and philosophy, expansion of capabilities and clients, and assurance of quality products and services to customers. Mr. Foulk—along with SURVICE’s Chief Financial Officer (CFO) Dottie Bowser—was recognized as one of The Baltimore Business Journal’s 2012 CEO/CFO Dream Teams.

Previously as President and Vice President of the company, Mr. Foulk was responsible for the overall business operations. Prior to his executive leadership, he provided management and technical support for numerous aircraft- and ground-system survivability/vulnerability assessments and test and evaluation programs. In addition, he served as program manager of the Survivability/Vulnerability Information Analysis Center (SURVIAC) Aberdeen Satellite Office.

Mr. Foulk is also actively involved with numerous philanthropic efforts, including The Boys and Girls Club of Harford County, Boys Scouts of America, Upper Chesapeake Health Programs, and The Wounded Warriors Program.

Greg Thompson

President & Chief Operations Officer

SURVICE employee since 1989

Mr. Greg Thompson, President and Chief Operations Officer (COO) of SURVICE Engineering, is a 1988 University of Maryland graduate with a degree in mechanical engineering. He has been with SURVICE since 1989.

Mr. Thompson began his career at SURVICE supporting ballistic vulnerability test & evaluation and modeling & simulation, initially supporting vulnerability and lethality analyses of various red and blue weapon systems. He also supported Joint Live Fire (JLF) and Live Fire Test & Evaluation (LFT&E) programs for both air and ground weapons systems. Mr. Thompson’s technical role also included supporting combat casualty studies and analyses. His role evolved into technical and operational oversight, management, and executive leadership.

Prior to joining SURVICE, Mr. Thompson worked at the U.S. Army Ballistic Research Laboratory at the Aberdeen Proving Ground. While there, he supported research, development, test, and evaluation of armor solutions for combat vehicles, including defeat of armor piercing projectiles, shaped charge jets, and explosively formed penetrators.

Mr. Thompson also served in both the Air National Guard and the Air Force Reserves, retiring after 20 years serving as a C-130 Aircraft Commander and a combat damage assessor with the Joint Combat Assessment Team.

Dottie Bowser

Chief Financial Officer

SURVICE employee since 2010

Mrs. Dottie Bowser, Chief Financial Officer (CFO) at SURVICE Engineering, is a 1997 College of Notre Dame of Maryland graduate with a degree in business administration, majoring in accounting and financial management. She is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants and the Maryland Association of Certified Public Accountants.

Mrs. Bowser has been with SURVICE since April 2010, bringing more than 25 years of financial management experience in Government contracting. In her role as CFO, Mrs. Bowser oversees and directs all financial aspects of the business, including accounting practices, budgeting, financial planning and analysis, compliance, and monitoring of financial performance.

Prior to joining SURVICE, Mrs. Bowser worked for AAI Services Corporation in Hunt Valley, Maryland as Controller and Vice President of Finance. While at AAI, she was responsible for overseeing accounting, contracts, cost proposal development, compliance, and financial management of a $200M company.

Mrs. Bowser also serves on the Advisory Board of the Academy of Finance program at Edgewood High School—a program developed to ensure that students have a business foundation prior to entering the business environment.

Jennifer Gross

Chief Human Resources Officer

SURVICE employee since 2006

Mrs. Jennifer Gross, SURVICE Engineering’s Human Resources Manager, is a 1993 graduate of Frostburg State University with a degree in psychology. In 1996, she attained her master’s degree in clinical psychology from Loyola College in Maryland. She has been with SURVICE since 2006 as part of the company’s Human Resources group.

Mrs. Gross’s responsibilities include input and oversight related to company policies and procedures; benefit plan analysis, negotiations, and administration; 401(k) plan administration, including required tax filings, audits, and non-discrimination testing; workers’ compensation and business insurance plans administration; HR-related investigations of sexual harassment and discrimination; affirmative action and equal employment opportunity administration; employee relation management; and management of employee retention initiatives.

Prior to joining SURVICE, Mrs. Gross was the Human Resources Director for LB&B Associates in Columbia, MD where she worked from 1996 to 2006. While there, her additional duties included research and defense of EEOC charges; labor management, including grievance processing and contract negotiations; and company-wide recruitment of exempt and non-exempt positions.

Mike Ray

Vice President, Army & Marine Corps Sector

SURVICE employee since 1997

Mr. Mike Ray is Vice President of the Army & Marine Corps Sector for SURVICE Engineering.  Mr. Ray has been with SURVICE since 1997 and is a graduate of Towson University with a BS degree in Computer Science and Mathematics.

Mr. Ray serves as the Sector Vice President overseeing SURVICE Engineering Company’s Aberdeen Area Operation and Aberdeen Research Operation both in Belcamp, MD; Huntsville Area Operation, in Huntsville, AL; Michigan Area Operation in Warren, MI; and Washington Area Operation in Dumfries, VA.  He provides key technical knowledge and management of business sectors encompassing aspects of combat threat survivability, vulnerability, susceptibility, and lethality for SURVICE Sectors including Army air, ground, and C4ISR systems, Army RDT&E, and select Industry companies including ground vehicles and rotorcraft manufacturers.  He also oversees SURVICE’s composite material efforts focusing on lightweighting and electromagnetic protection for weapon systems.  Prior to joining SURVICE Engineering, Mr. Ray performed sensor and susceptibility analyses for the U.S. Army Materiel Systems Analysis Activity on APG, MD

Mr. Ray currently serves on the NDIA T&E Executive Committee and previously he served as the president of the AUVSI Pathfinder Chapter.

Ron Dexter

Vice President, Air Force & Navy Sector

SURVICE employee since 1998

Mr. Ron Dexter is Vice President of the Air Force & Navy Sector for SURVICE Engineering.  Mr. Dexter has been with SURVICE since 1998 and is a graduate of Western Michigan University with a BS degree in Aircraft Engineering.

Mr. Dexter serves as the Sector Vice President overseeing SURVICE Engineering Company’s Dayton Area Operation in Dayton OH; Gulf Coast Operation in Fort Walton Beach, FL; Patuxent Area Operation in Lexington Park, MD; PMC Operation in Socorro, NM; and Ridgecrest Operation in Ridgecrest CA. He provides key technical knowledge and management of business sectors encompassing aspects of combat threat survivability, vulnerability, susceptibility, and lethality for SURVICE Sectors including Air Force aircraft, Navy aircraft, Navy weapons, and select Industry companies including rotorcraft, fixed wing, and propulsion manufacturers.  He also leads SURVICE’s Fire Works group focusing on fire research, analysis, modeling, and test related to combat threat induced fires and explosion.  Prior to joining SURVICE Engineering, Mr. Dexter performed combat survivability modeling and test for Sikorsky Aircraft in Stratford, CT.  His survivability and lethality technical knowledge encompasses many years of dedication and passion for supporting our warfighters. 

Mr. Dexter currently holds executive board positions with a number of professional organizations including Dayton Defense and the NDIA Combat Survivability Division.  Previously he served as the Secretary, Chair-elect, and Chairman of the AIAA Survivability Technical Committee.

Clark Dutterer

Chief Technology Officer and Vice President, Business Development

SURVICE employee since 2005

Mr. Clark Dutterer is the Vice President of Business Development (BD) at SURVICE Engineering. A 2005 graduate of the University of Baltimore with a degree in business administration and a concentration in marketing, Mr. Dutterer has been with SURVICE since 2005.

Mr. Dutterer manages all BD-related activities for all SURVICE Operations nationwide. His duties include coordinating the identification, pursuit, and capture of business opportunities to expand the breadth and depth of SURVICE’s DoD and commercial business base. Previous to his position as VP of BD, Mr. Dutterer served as the Corporate Business Development Manager, working to stimulate growth in various business areas and establish corporate processes for BD-related activities.

Prior to joining SURVICE, Mr. Dutterer worked at the U.S. Army Public Health Command as both a civilian and an enlisted soldier.

Mr. Dutterer is also active in the local community, serving on the board of directors for the Maryland Free State Challenge Academy. The Academy is a tuition-free program which offers at-risk adolescents 16 to 18 years old an opportunity to change their future, for the better by providing the skills, education and self-discipline needed to become responsible, productive citizens. He also serves as a board member for Warriors on the Green, a charitable organization dedicated to constructing golf courses for combat-wounded veterans, providing therapeutic opportunities as part of the veterans’ rehabilitation process.

Steve Phillips

Information Systems and Technology Department Manager

SURVICE employee since 1996

Mr. Stephen Phillips is the Corporate Information Technology (IT) Manager at SURVICE Engineering. He is a 1997 graduate of the University of Maryland at Baltimore County with a degree in mathematics. Mr. Phillips has been with SURVICE since 1996.

As the Corporate IT Manager, Mr. Phillips oversees all IT-related activities at SURVICE’s corporate office as well as each of SURVICE’s operations across the U.S. He establishes and oversees IT-related goals, operational planning and execution, process development and improvement, and compliance. Previous to his position as IT manager, Mr. Phillips helped develop SURVICE’s internal IT structures, the AJEM CMA tracking website, the ShopPlan scheduling system, and SURVIAC database applications. Mr. Phillips has performed numerous IT-related activities for SURVICE, and has been integral to supporting the company’s operation, geographic, personnel, and fiscal growth.

Prior to joining SURVICE, Mr. Phillips worked in the IT department at Conestoga Wood Specialties in Darlington, Maryland.

He is also active in the community, coaching several youth sports teams in the Perryville-Port Deposit area.

Kevin Donnelly

Accounting Department Manager

SURVICE employee since 2010

Mr. Kevin Donnelly is the Corporate Accounting Group Manager at SURVICE Engineering. He is a 1993 Youngstown State University graduate with a degree in accounting from the University’s School of Business Administration. Mr. Donnelly has been with SURVICE since 2010.

As the Corporate Accounting Manager, Mr. Donnelly is responsible for all company accounting activities, including financial reporting. As part of this responsibility, he oversees the corporate accounting staff and develops and maintains accounting principles, practices, and procedures to ensure accurate and timely financial information is maintained and distributed to executive staff and to key management personnel. His duties also include oversight of accounts receivable and accounts payable, ensuring timely and accurate payments, reporting, and billing. Mr. Donnelly also supports budgeting and forecasting activities.

Prior to joining SURVICE, Mr. Donnelly worked at Textron Systems in Hunt Valley, MD. While there, he served as the Accounting Group Manager overseeing a team of eight accounting professionals.

Megan Simmons

Project Finance Department Manager

SURVICE employee since 2010

Mrs. Megan Simmons, Project Finance Group Manager, is a 2005 Towson University graduate with a degree in business administration, majoring in finance. In 2010, she received her Masters Degree in Business Administration (MBA) from University of Baltimore.

Mrs. Simmons has been with SURVICE since May 2010.  In her role as Project Finance Manager, Mrs. Simmons oversees the project administration, cost proposals and project financial analysis. Her duties also include the oversight of project billings and reporting. 

Prior to joining SURVICE, Mrs. Simmons worked at Equity Mortgage Lending in Owings Mills, Maryland for 5 years as a Loan Officer. 

Mrs. Simmons is a member of the Institute of Management Accountants (IMA).

Shane P. Riley

General Counsel

SURVICE employee since 2007

Shane P. Riley, General Counsel at SURVICE Engineering Company, is a graduate of Goucher College with a major in Chemistry. He obtained his juris doctorate from the University of Maryland School of Law.

Mr. Riley advises all business and functional units within SURVICE—including contracts, human resources, and SURVICE’s regional operations—regarding contracts, employment benefits and law, leases, intellectual property, acquisitions, litigation, and claims. He also serves as the Business Conduct and Ethics Officer.

Prior to joining SURVICE, Mr. Riley worked as an analytical chemist for the US Government at the Edgewood Chemical Biological Center on Aberdeen Proving Ground. Upon joining SURVICE, Mr. Riley originally worked as an analyst, supporting the Army Evaluation Center with chemical, biological, radiological, and nuclear decontamination and detection programs. After obtaining his law degree, Mr. Riley transitioned into the Corporate Office and the Law Department.

Mr. Riley is a member of the Association of Corporate Counsel and the Maryland State Bar Association.
